The New York State Association of Black Puerto Rican Hispanic and Asian Legislatives, known as “The Association,” has announced the return of the 53rd Annual Legislative Conference in person.
Scheduled for February 16-18, 2024, in Albany, New York, the conference aims to foster a dialogue among residents of color in New York State on issues and policies impacting their daily lives and communities. Under the theme “Ai Renaissance…Navigating our Future,” Workshop Forums on Saturday will address topics such as Health Care inequities, the Economics and Impact of the Marijuana Industry, Housing Insecurities, Criminal Justice Reform, Enhancing Equitable Distribution of Wealth, Closing Disparities within the Educational System, and Breaking Glass ceilings disrupting Diversity and Inclusion within the Workforce, among other engaging subjects. Throughout the weekend, the association will recognize individuals who have demonstrated exemplary leadership principles within their industries while maintaining a commitment to their communities. The weekend will conclude with a Scholarship Gala on Sunday, but the association’s collective voice will persist in advocating for democracy through various events hosted downstate and upstate throughout the year.
The New York State Association of Black, Puerto Rican, Hispanic & Asian Legislators, Inc. (the Association) not only aims to highlight the accomplishments of current community leaders but also places a significant emphasis on fostering and promoting the achievements of future leaders. As a nonprofit organization deeply committed to this mission, the Association is actively expanding the
impact it has on youth through the newly enhanced Tomorrow’s Leaders Program. This program is designed to actively engage young individuals, enhancing their educational, economic, and overall
developmental achievements.
The Youth Summit, typically held on the Saturday of the Annual Legislative Conference in Albany, serves as a key component of this program. The event includes interactive activities and performances for participating children, along with educational and enrichment initiatives. These activities are strategically organized to spark the interest of youth in their educational journey, explore potential career paths, and empower them to raise their voices as both current and future leaders. Following the Annual Legislative Conference, the Association, through its Tomorrow’s Leaders Program, plans to extend the reach of the Youth Summit to communities across New York State throughout the year. This initiative aims to further the Association’s mission of actively engaging youth to help them reach their full potential for success. The Association will collaborate with community organizations to host these events. Moreover, the NYSABPRL College Scholarship
Program remains steadfast in its dedication to ensuring higher education accessibility for all New Yorkers aspiring to earn a degree. The program, aligned with the Association’s overarching goal of promoting the common good and general welfare, provides financial assistance to numerous students from economically disadvantaged and low/moderate income families each year. Scholarships are awarded to eligible students based on criteria established by the NYSABPRL.
History of The New York State Association of Black & Puerto Rican Legislators In 1917, the New York State Assembly achieved a historic milestone by electing its first African-American legislator, Assemblyman Edward A. Johnson. Born into slavery in North Carolina, Johnson’s election marked a significant breakthrough. In 1937, Assemblyman Oscar Garcia Rivera added to this legacy by becoming the first American of Puerto Rican heritage elected to the State Assembly. These initial victories paved the way for further progress. The civil rights movement of the 1960s and 1970s played a crucial role, leading to the establishment of the New York State Association of Black, Puerto Rican, Hispanic & Asian Legislators Inc. (NYSABPRHAL) on October 11, 1985. Founded by members of the legislative caucus, this non-political and charitable organization was incorporated under Section 402 of the New York Not-for-Profit Incorporation Law, with a 501(c)(3) purpose and mission. NYSABPRHAL is dedicated to promoting the common good, social welfare, and racial tolerance. Its mission includes fostering community development and stimulating economic growth.
